Paragraph (e)(6)(ii) of the OSHA Flammable Liquids Standard, 29 CFR 1910.106, requires that "Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 °F (37.8 °C), shall not be dispensed into containers unless the nozzle and container are electrically interconnected..." through the use of a bonding/grounding wire. This requirement reduces the possibility that the flowing liquid could generate static and ignite the material.  NFPA 30, Chapter 18 Part 5.2.2, has similar requirements.
